Characterization, prediction, and ultimately planning and control for large environmental systems — from geophysical phenomena to the ocean and atmosphere — is frustrated by highly nonlinear behavior over a large range of temporal and spatial scales, many system parameters defined over extensive domains, and a broad variety of physical phenomena/equations: existing modeling and data assimilation approaches are not viable; and current frameworks for uncertainty assessment are of insufficient rigor. New computational approaches can support characterization, forecasting, planning and control of very large nonlinear environmental systems with applications in ocean, atmospheric and climate modeling, subsurface processes, and many more.
